From Capitol Hill to Advocacy Leadership
Elizabeth K. Whitney began her career as a legislative assistant and aide in the U.S. House of Representatives, advising on energy, environment, tax and financial policy. She then spent six years at Morgan Meguire, leading federal advocacy efforts for major energy and utility clients. In 2017, she founded Meguire Whitney, where she continues to lead a team that delivers strategic counsel, analysis, communication and relationship‑building services to consumer‑owned utility clients and other energy‑sector stakeholders.
Guiding Not‑for‑Profit Utilities Through Complex Policy Challenges
With a deep understanding of regulatory, market and environmental dynamics, Elizabeth leverages her legal and political education to deliver tailored solutions to municipal utilities, cooperatives, associations and coalitions. Her core competencies — policy analysis, strategic counsel, written and oral advocacy, and relationship‑building — ensure that clients remain ahead of change rather than reacting to it.
A Commitment to Community and Energy Equity
Elizabeth lives in Arlington, VA with her family, and she currently serves on the Arlington County Commission on Climate Change, Energy & the Environment (C2E2) and chairs the Energy Committee.
